A neighborhood electric vehicle (NEV) is the street-legal class: 4 wheels, 20–25 mph, a 17-digit VIN, and FMVSS 500 safety equipment (lights, mirrors, seat belts, windshield) — allowed on Pennsylvania roads posted 25 mph or less.
    • Pennsylvania has no general LSV class: only electric NEVs meeting FMVSS 500 can be titled and registered (as passenger vehicles, at standard PA passenger fees — see PennDOT form MV-70S for current amounts). Gas LSVs are explicitly barred.
