Delaware charges a flat $40 annual registration for passenger vehicles and no sales tax — but collects a 5.25% document fee on the purchase price at titling (raised from 4.25% in October 2025), which serves the same role. Also new since October 2025: EVs pay a $110 annual fee, plug-in hybrids $85, and conventional hybrids $60.
