Delaware charges a flat $40 annual registration for passenger vehicles and no sales tax — but collects a 5.25% document fee on the purchase price at titling (raised from 4.25% in October 2025), which serves the same role. Also new since October 2025: EVs pay a $110 annual fee, plug-in hybrids $85, and conventional hybrids $60.
Inspection you'll need before Delaware will register it
Delaware requires a biennial safety inspection and an emissions/smog test (free at state DMV lanes). You must pass it before the state will issue or renew your registration, so budget the time as well as the fee. Transfer your out-of-state driver's license
