Maryland registers passenger cars by weight, per two-year cycle: $120.50/yr for a car up to 3,500 lbs, $125.50 to 3,700 lbs, and $191.50 above 3,700 (the heavy tier rose in July 2025). All include the $40/yr emergency-services surcharge. The title fee is $200 and titling excise is 6.5%. EVs add $125/yr and plug-in hybrids $100.
Inspection you'll need before Maryland will register it
Maryland requires a safety inspection when a vehicle changes hands and an emissions test in 14 jurisdictions (VEIP) including Baltimore, Montgomery, Prince George's, Anne Arundel, Howard and more (safety ~$60–$100; emissions $30). You must pass it before the state will issue or renew your registration, so budget the time as well as the fee. A safety inspection is required when a used vehicle is sold/first titled (not at renewal); emissions (VEIP) is biennial in the 14 covered jurisdictions.
Transfer your out-of-state driver's license
New residents also swap their license. In Maryland a license runs $88.00 to transfer, then $64.00 to renew every 8 years, issued by the Maryland MVA. A REAL ID-compliant license costs no extra. Do this before you register — most states want a local license or proof of residency on the registration application.
